EMERGENCY PAY POLICY

Overview
 The City Manager or Assistant City Manager has the sole authority to declare emergency operations exist for the implementation of this policy. Pay during emergency operations will be as follows:

  • Employees not required to report to work will receive their normal pay.
  • Executive Management employees will be paid at their regular hourly rate of pay for all hours worked in excess of fifty (50) hours per week commencing the eighth day of the emergency. Hours worked do not include rest time.
  • Operational Management employees will be paid at their regular hourly rate of pay for all hours worked in excess of a 40 hour workweek. Such employees may elect to receive flex time off in lieu of extra pay, subject to department director approval. Hours worked do not include rest time.
  • Professional/Technical employees, regardless of exempt or non-exempt status, will be paid time-and-ahalf for all hours worked in excess of a 40 hour workweek. Part-time employees will be paid time-and-ahalf for all hours worked in excess of a 40 hour workweek. Full-Time and Part-Time Employees will be compensated for rest time the same as work time when required to remain on City property. Full-time and Part-time Professional/Technical exempt status employees may elect to receive flex time off in lieu of extra pay, subject to department director approval.
  • Full-time represented employees will be paid time-and-a-half in accordance with their bargaining unit agreement for all hours worked in excess of their normal total work week hours (payroll draw period for IAFF). Part-time employees will be paid time-and-a-half for all hours worked in excess of a 40 hour workweek. Full-time and Part-time employees will be compensated for rest time the same as work time when required to remain on City property.
  • Employees released from work and permitted to leave City property during rest periods will not be compensated for such time. In addition, if these employees choose to remain on city premises, they must rest and not engage in work.
  • Employees will receive normal holiday pay, if eligible.
  • Employees may be required to work alternative schedules in place of their normally scheduled work time.
  • All employees who are on approved paid or unpaid leave during the emergency, e.g.,vacation, sick leave, family or medical leave, etc., will not be compensated in accordance with this emergency pay policy. For employees who work during the emergency, hours worked will include approved paid leave.
  • Employees who cannot return to work after the emergency operations due to circumstances outside the City’s control must use applicable leave time.
  • Employees who are primary responders are expected to be available to be called in to work during emergency operations which would include before, during and/or after the emergency.
  • Employees performing primary responder duties will be required to work as deemed necessary by the City Manager or Assistant City Manager, Department Director or designee. Employees who are required to work but do not report to their work assignment during emergency operations will be terminated.

EMPLOYEE & FAMILY SHELTERS

EMPLOYEE SHELTER @ LARGO COMMUNITY CENTER

LARGO COMMUNITY CENTER - 400 ALT KEENE RD

  • This shelter is for employees working during or immediately after the storm.
  • Animals are not permitted at the shelter.
  • Employees will be required to complete a registration form, sign in and will receive a wristband when arriving to the shelter.
  • Employees will be provided a cot and will be limited to an 8×8 space.
  • Employees should bring a water bottle drink from the water fountains. Water bottles will not be distributed unless the fountain water is unsafe to consume.

FAMILY SHELTER @ CENTRAL PARK PERFOMING ARTS CENTER
CENTRAL PARK PERFORMING ARTS CENTER - 105 CENTRAL PARK DRIVE
  • This shelter is for immediate family members that reside in the employees home. If a family has both parents that are primary responders, their children may be brought to the family shelter. Supervision will be provided by recreation staff members for these children.
  • Families will be given an 8×8 space per two people checked into the shelter.
  • Space is limited, please do not bring chairs and/or furniture.
  • Dogs & Cats may be brought to the shelter but will be required to remain in a crate. Proof of current vaccinations must be submitted for each animal.
  • Family Members will be required to complete a registration form, sign in and will receive a wristband when arriving to the shelter. Children that are being supervised by recreation staff will receive a second wristband.
  • All family members should bring a water bottle drink from the water fountains. Water bottles will not be distributed unless the fountain water is unsafe to consume.

PUBLIC INFORMATION OFFICER WILL...
  • Set a primary point of communications for the public and media. i.e. website
    • Webpage is set up like a blog with updates at the top of the page
  • Post Facility closings and other changes to scheduled services
    • May use other forms of communication but will direct all traffc to primary source
    •  More Timely More Effcient
  • Communications & Engagement may take over control of all web and social outlets as necessary
YOUR SUPERVISOR WILL...
  • Keep your Division up-to-date on information
  • Provide you an updated phone list
  • Provide written communications when possible to maintain a consistent message
  • Plan preliminary schedules and shifts
  • Communicate when/where and to whom you will need to report
  • Evaluate and report any personal challenges you may face ASAP
WHAT CAN YOU DO?

  • Confrm any emails or text with your reporting details
  • Direct questions to your supervisor and/or section lead, not co-workers
  • Check the website often for public announcements of closings etc.
  • Communicate any challenges or special request you may have ASAP. Do not wait for a storm!
  • Do not share unverifed information
  • If you are called to report from someone other then your supervisor, notify your supervisor of your role and where and when you will be reporting
  • Notify your supervisor when you are released from duty by your section lead and discuss when you should report next
  • Report for work as scheduled unless your supervisor informs you otherwise

Emergency Childcare

Childcare Information

Pre/Post Event
In the event Pinellas County Schools are closed due to an approaching storm, if the EMPC feels it is safe to do so, childcare will be provided for the children of City of Largo employees at the Highland Recreation Center.

In the event Pinellas County Schools are closed following a storm, depending on the conditions of the recreation facilities and if power is available, childcare will be provided for the children of City of Largo employees at one of the recreation centers.

  • The decision if childcare will be available and the location of the childcare will be communicated to employees through the Everbridge communication system.
  • Hours that childcare will be provided will be determined based on the needs of the city employees scheduled work hours. This will be announced through Everbridge.
  • Childcare is for the children of employees that are working during this time frame.
  • A registration form must be on file for any children that are dropped off. These forms may be emailed to Recreation, Parks and Art or will be available to complete on site the day of.
  • Parents are required to provide ALL the necessary supplies for the childcare.

In the event primary responders are activated and required to work due to a storm, childcare will be provided for their children at the family shelter located at the Central Park Performing Arts Center.

  • A registration form must be on file for any children that are dropped off. These forms may be emailed to Recreation, Park & Arts or will be available to complete on site the day of.
  • Children at the facility they will receive two wristbands. One will show they are checked in and the other one will show that they are at the shelter without a parent/guardian.
  • Parents are required to provide ALL the necessary supplies for the childcare.
  • Childcare will be provided 24 hours a day while the shelter is open for families.
