Code Enforcement Board & Special Magistrate
The Code Enforcement Board is responsible for resolving City code violations that the City code enforcement staff are unable to resolve through regular channels. The Board has the authority to levy fines and/or recommend that a case be referred to the County court system for resolution if the Board and property owner are unable to come to a reasonable resolution.

Community Development Advisory Board
The Community Development Advisory Board (CDAB) advises and makes recommendations to the City Commission concerning policy matters relating to the Community Development Department. The CDAB also reviews the Community Development Department's annual budget and Capital Improvement Plan projects and makes recommendations to the Commission. In addition, the CDAB provides advice on the administration of Community Development Block Grant programs, HOME Investment Partnership projects, and State Housing Initiatives Partnership programs.

Community Redevelopment Agency Advisory Board
The Community Redevelopment Agency Advisory Board (CRAAB) advises and makes recommendations to the Community Redevelopment Agency (CRA) concerning policy matters relating to the two Community Redevelopment Districts . The CRAAB is responsible for reviewing the West Bay Drive Community Redevelopment District annual report, incentive applications, programs and other activities. In addition, the CRAAB provides advice on the budget and Capital Improvement projects within the redevelopment districts.

Employees' Retirement Board of Trustees
The Employees' Retirement Board of Trustees is responsible for managing the operation and administration of the City retirement plan. The Board of Trustees appoints actuaries, supervises the distribution of assets, maintains service records, provides direction for the payment of benefits and compiles and distributes all statements, reports and forms necessary for administration of the plan. The Board also coordinates periodic educational seminars to assist plan members in managing their accounts.

Largo Public Library Advocacy Board
The Largo Public Library Advocacy Board is comprised of seven members appointed by the City Commission. The Board advises and makes recommendations to the City Commission concerning all matters of policy pertaining to the management and use of the library.

Personnel Advisory Board
The Personnel Advisory Board advises and makes recommendations to the City Manager regarding employment practices within the City in an effort to foster positive employee relations, promote understanding and improve personnel standards. A major function of this Board is the hearing and review of employee grievances for wrongful termination, demotion, pay reduction and related employee matters.

Planning Board
The Planning Board devises and submits plans for the improvement of Largo through growth, development, infrastructure, and utility planning. The Board also advises the City on regulation and restriction of building uses, regulation of building design and construction, administration of special districts within the City, regulation of dangerous or offensive trades within the City and general planning to enhance the beauty and attractiveness of Largo as a city to residents, visitors and business owners.

Intervening Party Status
What is it? City staff, the applicant and intervening parties may present testimony relevant to the proposal at the public hearing. Intervening party status entitles a person to personally testify, present evidence, present argument, present fact and expert witnesses, cross-examine witnesses, appeal the decision and speak on reconsideration requests. Anyone requesting intervening party status is required to be sworn in prior to providing testimony.
How is this different than public comment? Members of the general public are invited to provide comment during the appropriate part of the hearing. Individuals providing public comment are limited to three minutes of speaking. These individuals are not required to be sworn in and are not limited in terms of what is included in their comments. However, they are not allowed to cross-examine staff and/or applicants nor are they allowed to appeal the decision of the Planning Board.
How is intervening party status obtained? Persons who desire to make presentations as an intervening party must register with the city clerk or board secretary on the forms provided immediately prior to the commencement of the meeting at which such item is to be heard. Intervening party status may be applied, but is not limited to, all property owners within 500 feet radius of the boundaries of subject property as listed in the records of the Pinellas County Property Appraiser, or all individuals who reside in or operate a business within 500 feet of the subject property.
How should I prepare for the hearing? Testimony by an intervening party shall be directed to whether the proposal does or does not meet appropriate criteria and standards contained in the Comprehensive Development Code as well as modifications necessary for approval.

Police and Fire Pension Board
The Police and Fire Pension Board has the authority to control and manage the operation and administration of the Police and Fire Pension Plan in accordance with established ordinances and is solely responsible for administering the trust fund. It is also the legal entity with the power and responsibility to bring and defend lawsuits of any kind relating to the plan.

Recreation, Parks and Arts Advocacy Board
The Recreation, Parks and Arts Advocacy Board makes recommendations to the City Commission regarding the policies, management, use, supervision and future planning pertaining to Largo's recreation, parks and cultural programs, facilities and activities. The Board is also responsible for recommending Leisure Incentive Fund items for Commission approval and reviewing the department budget prior to approval.
