High Performance Organization (HPO)

HPO stands for High-Performance Organizations and is a leading and proven organizational development practice for local governments to become more effective, efficient, and productive. The principles of HPO are:
  • Leadership can be exercised by every individual at every level of the organization
  • The “right” systems, processes, and structures can contribute to performance, rather than impede it
  • Engagement of all can lead to higher performance of the individual, the work team, and the organization
  • All organizations must make time to do the work of leadership

WHAT'S THE BIG IDEA?

ELT UPDATE: SETTING NEW GOALS

The Executive Leadership Team (ELT) meets yearly at an all-day team retreat to update the organization's Playbook. The Playbook is a collective document that hosts shared objectives to transform the organization to support high performance.

In 2022, collaborative project teams made up of leaders at all levels of the organization accomplished the following objectives:

  • A plan and budget proposal for a city-wide development/training program
  • Standards for community engagement initiatives to better align services with the diverse needs of the community
  • An internal operational plan to advance an inclusive and equitable workplace
  • Updates to the City’s Wellness Program including rebranding to the Wellbeing Committee

Building on the success of these projects, the Executive Leadership Team worked together to identify new objectives that address what is most important for the organization right now. Over the next year, the team committed to advancing HPO Principles into our work culture and services to strengthen collaboration and trust.​
