Horizon Topping-off Ceremony

Today, December 7, 2023, the City of Largo, ASD Sky, and Biltmore Construction hosted a topping-off ceremony at the Horizon West Bay project in Downtown Largo. In building construction, topping off is a builder's tradition held when the last beam, or its equivalent, is placed atop a structure during construction. Topping-off ceremonies have been occurring in some fashion for centuries to celebrate project milestones. Traditionally, this event includes having participants sign a major structural support beam within the facility.

The City of Largo was grateful to welcome Mayor Woody Brown, City Commission, City Team Members, Central Pinellas Chamber of Commerce representatives, and other project partners to sign a structural beam in Horizon West Bay. The project started in 2019 to develop a new City Hall as a mixed-use project with retail space and a parking garage. With the goal of creating a true community space, celebrating this project milestone with our community is imperative to success.

The facility is located on the northern 400 block of West Bay Drive. Construction is in progress, and the City looks forward to opening its doors in early 2025. For more information about the project, including renderings, progress photos, and more please visit HorizonWestBay.com.
