Annexation is the process of adding unincorporated property to the boundaries of an incorporated municipality (a city or town). It is the process by which municipalities logically expand and straighten their boundary lines. All unincorporated properties that are located within the Largo planning service area (large file), and which are directly adjacent to the current Largo City Limits boundary, are eligible for annexation. However, if a property is not adjacent to the Largo City Limits, but is still located within the Largo planning service area, the City can still provide services to the property. In order to receive City of Largo services prior to annexation, the property owner must sign and submit an Annexation Agreement. An Annexation Agreement means that the owner's property will become incorporated into the City limits once it becomes eligible.

At your request, City staff can prepare a cost-benefit analysis of your property showing the financial benefits of annexation. Simply e-mail your request to the Annexation Program Planner, and provide the following information: property address, average monthly bill of your electric, phone, and cable.


New Online Annexation Agreement Form

The City now offers an on-line Annexation Agreement Form for residential property owners. Residents interested in annexing into the City of Largo can download the form, and use the Pinellas County Property Appraisers Web site to obtain the necessary information for their property in order to complete the form. All the City requires is that the property owner print and sign the Annexation Agreement and return, either via hand delivery or mail, to City staff for processing.


To get started just follow these steps:
  • Open the Sample Property Appraiser Web Site Guide and review
  • Click on the Pinellas County Property Appraiser link and open up your property information
  • Fill in the blanks on the Annexation Agreement in the same manner as the Sample Annexation Agreement
  • Use the Sample Property Appraiser to help you complete Exhibit "A" of the Annexation Agreement
  • All persons having an ownership interest in the property must sign in the appropriate spots
  • Have all property owner signatures notarized (if you need a notary, the City can notarize for free)
  • Mail or hand deliver the Annexation Agreement to the City's Annexation Program Planner for processing
  • The City's Annexation Program Planner will notify you via phone, e-mail or mail of receipt
  • When the Annexation Agreement is approved, City staff will notify you via phone, e-mail or mail.

  • Removal of the 25% sanitary sewer surcharge for properties that are located within the Largo sanitary sewer service district
