In 2001, the City of Largo began a program of inspecting and permitting privately owned collection systems which discharge into the City's sanitary sewer system. This was in direct response to the findings that private systems are responsible for more than 60 percent of City sewer overflows reported to the Florida Department of Environmental Protection.

By inspecting and permitting privately-owned collection and treatment systems, the City of Largo ensures that all systems meet minimum requirements which protect the taxpayers' investment in Largo's sanitary sewer system.
