Budget

The Office of Management and Budget prepares the City budget and five-year Capital Improvements Program (CIP) and oversees the City's purchasing and Community Engagement as it pertains to the City Budget. 

The Department leads and serves the organization in making informed decisions in resource allocation, program evaluation, and long-term financial and management planning.

Code Enforcement Board

The Code Enforcement Board (CEB) is responsible for resolving City code violations which the City code enforcement staff are unable to resolve through regular channels. The Board has the authority to levy fines and/or recommend that a case be referred to the County court system for resolution if the Board and property owner are unable to come to a reasonable resolution.

If you are staying home during a hurricane Here's a list of items to consider for your
survival kit. Keep items in airtight plastic bags or containers. Replace stored water every six months and double
check battery expiration dates.

Environmental Services' Administration division is  responsible for overall policy guidance, budget management, Capital Improvements Program (CIP) project development, revenue forecasting, contract management and performance measurement. Finance & Accounting

The Finance and Accounting Division is responsible for all City-wide financial administration.

Sold on Largo

This program offers up to $35,000 for a down payment/closing cost assistance second mortgage to help residents become first-time homeowners. It means a more affordable monthly payment and a low down payment. This loan carries 0% interest, and doesn't require repayment until you, sell the home; payoff or refinance your first mortgage, are no longer owner-occupant in the home; or after 20 years.

Sold on Largo

Requirements


Attend a mortgage class, pre-qualify for a mortgage with a participating lender, find a house, and submit a Sold On Largo application for the second mortgage to cover down payment/closing costs.

Eligibility

  1. First-time home buyers (not owned a home in last three years)
  2. Gross family income must not exceed program limits
  3. Property must be within the City limits of Largo
  4. Maximum purchase price existing home $138,000 / new construction $190,000 (HOME)/$190,000 new and existing homes (SHIP)
  5. House must pass Section 8 Housing Quality Standards Inspection

The Information Technology Department coordinates citywide technology activities. The department sets direction for all enterprise technology and is an internal service provider to other City departments to provide process automation analysis and technical support. Administration

Admin
Public Works Administration coordinates the affairs of the Department. This division reviews and recommends the annual budgetary and Capital Improvement Program allocations for the department, directs strategic planning, communicates with the City Commission and City Administration, and provides clerical and personnel support for the entire agency. Personnel within the Administration Division report directly to the Public Works Director.  

Public Works Administration is also responsible for overseeing the department's accreditation efforts. This accreditation recognizes the Department adheres to over 300 best management practices as identified by the Public Works Accreditation Council, and the APWA's Public Works Management Practices Manual, fifth edition.

City Clerk's Office

This division is responsible for maintaining permanent City documents, such as Ordinances, Resolutions and City Commission Meeting Minutes, and provides records management and retrieval services for other City departments. The City Clerk's Office also processes public records requests from the general public. This division is responsible for preparing City Commission agendas, minutes and meeting materials and the City Clerk or designee seals all official documents with the City Seal. The City Clerk's Office is responsible for selling cemetery lots and maintaining cemetery records. The City Clerk administers the City Municipal General Election each year.

The priority of Code Enforcement is to address life safety issues that pose a threat to the health, safety, well being and quality of life for the residents and guests in the City of Largo.It is because our citizens want safe, sound neighborhoods that we are proactive in our enforcement efforts. Most of the complaints we receive are regarding high grass and weeds, inoperable or unlicensed vehicles, trash, debris and outside storage of junk on residential and commercial properties. The following FAQ's do not include the entire definition of an ordinance but are meant to give a guideline to some of the major questions. You may contact Code Enforcement for specific answers to your questions.

10) How tall can my grass be before it would be a violation?
Overgrowth of grass, weeds, uncultivated vegetation over a discernible portion of the property in excess of twelve inches would be considered a violation.

9) Can I keep a vehicle that is inoperable or unlicensed?
You may have one vehicle that is inoperable or unlicensed inside a fully enclosed structure such as a garage. All other vehicles to include trailers, boats, must have a valid tag on them and be fully operable to remain on any property in the city.

8) Can my neighbor store piles of junk, boxes and totes outside?
No, outside storage of junk, indoor furniture, trash, totes, boxes, car parts, dismantled machinery etc. may not be stored outside on any residential and most commercial properties.

Notify Code Enforcement

Largo TV

Largo TV is your 24/7 source for the latest City information and news including Commission Meetings, Commission Work Sessions, Planning Board, Code Enforcement Board and more designed to keep you informed of the issues facing the community and the actions the City of Largo is taking to continually improve the quality of life in our community. LTV is only available on Bright House Networks channel 639, WOW! channel 15 and Verizon FiOS channel 45.  Meetings and more are also available online for viewing on your schedule.

Planning Board

The Planning Board devises and submits plans for the improvement of Largo through growth, development, infrastructure, and utility planning. The Board also advises the City on regulation and restriction of building uses, regulation of building design and construction, administration of special districts within the City, regulation of dangerous or offensive trades within the City and general planning to enhance the beauty and attractiveness of Largo as a city to residents, visitors and business owners.

 

Membership is no less than five and no more than seven members. Appointment is made by the Mayor and confirmed by City Commission. The length of appointment is for three years. Monthly meetings are held on the first Thursday at 6:00pm. Please contact the Community Development Director at 727-587-6749 for further information.

Securing Your Pet

You are not only responsible for disaster planning for yourself and your family - you are also responsible for disaster planning for your pets. Remember that pets are not permitted in shelters, which means that if you plan to go to a shelter, you must also make arrangements for your pet. There is limited space available at pet shelters such as veterinarians and kennels, so be sure to make your arrangements in advance. Be sure that your pets have had all of their shots within the past 12 months. Pet shelters will require proof of vaccinations.

After a storm, be cautious about letting you pet outside, as insects, animals and downed power lines can pose a serious threat to your pet. Do not let your pet consume food or water which may have become contaminated.. For more information, you can contact the SPCA , Pinellas County Animal Control or the Humane Society.

If you've been thinking of a way to repair or improve your home, but have trouble finding the financing to do so, Largo's Housing Rehabilitation Program can help. The program provides low-interest loans to income-eligible homeowners to make improvements to their homes. The City of Largo will determine the approximate costs of the improvements, help you select a contractor and supervise the work in progress.

 
If it is determined that rehabilitation of your home is not cost-effective, you may wish to look into Largo's "Replacement Program", which provides financing assistance for demolition of your existing home and construction of a new home on your existing property.

Firefighter Employment

All applicants who wish to move forward in the Largo Fire Rescue hiring process must complete the steps below:

1.  All applicants must complete an online application for this position by visiting largo.com/jobs.

3.  All applicants must be compliant with our tatoo and tobacco policies as stated in the Firefighter Selection Criteria.


Largo Fire Rescue provides a full range of services to the community, including hazardous materials response, technical rescue, tactical SWAT medics and an ALS service utilizing both ALS engines and rescues. It is one of a few departments in the world accredited by the Commission on Fire Accreditation International and is a leader in providing benefits and training to its employees. Largo Firefighters work a 24/48 schedule with an additional shift off every 28-day cycle (13 annually).

To be notified when a selection process is occurring, please fill out an interest card. The process consists of a written test, physical ability test, and initial interview. Each stage must be passed successfully to qualify to proceed to the next stage. Scores are valid for one year. For additional questions regarding the hiring process, please contact Human Resources.

Prior to submitting your application for employment, please take a moment to carefully read the Firefighter Selection Criteria to be sure you meet these requirements as well as the grounds for disqualification or deferment of processing.


Infrastructure Division


The Information Technology Infrastructure Division provides the City with the underlying structure: networks, storage, servers, operating systems and security to enable support of applications and users for City departments and customers. The Division performs tasks such as system and network administration, and selection and deployment of enterprise computer equipment including network devices, routers, switches, and computer servers and operating systems. Future planning and testing of devices and software before deployment to customers is an on-going process within the Division. In addition, many enterprise wide applications such as e-mail, office applications, and desktop presentation are deployed and managed within the group.

The Infrastructure Division utilizes open source software applications and systems such as Linux, Open Office, Firefox and Evolution whenever possible to bring the most open, stable applications to customers and make best use of City funds.

The Collections division of Environmental Services makes sure that wastewater from Largo homes and businesses flows directly to the treatment plant. With more than 320 miles of gravity and pressurized sewer piping and over 5,400 manholes to maintain, our certified collection system specialists employ a variety of detection and repair methods to ensure uninterrupted sewer service and minimal sewer overflows. Streets and Drainage The Streets & Stormwater Division of the Public Works Department is primarily responsible for maintenance of the City of Largo's transportation and stormwater infrastructure. Below you will find ways to report potholes, street sign damage, street light outages, and other issues that effect your quality of life and that the Division is prepared to assist you with.
If your property is experiencing flooding or drainage problems, or is experiencing flooding due to conditions of adjacent properties, complete a "Report Drainage Issues" form or contact us via email at streetsanddrainage@largo.com.

If you have concerns regarding the pavement on your street, or if you are aware of a pothole or other street defect, you can complete the "Report a Pothole" form, email the Division at the email address above, or call the Streets and Stormwater Division at the number listed to the right.

If the flooding on your property is the result of a sewer or reclaimed water service failure, contact the Environmental Services Department immediately at 727-507-4460 (daytime) or 727-587-6730 (after hours).

City Attorney's Office

The City Attorney, who is appointed by the City Manager with the approval of the City Commission, provides general legal advice to City officials and staff, and prepares/reviews ordinances, resolutions, contracts and legal agreements. The City Attorney also represents the City of Largo in legal proceedings and coordinates the activity of outside legal counsel.

Community Development Advisory Board

 
The Community Development Advisory Board (CDAB) advises and makes recommendations to the City Commission concerning policy matters relating to the Community Development Department. The CDAB also reviews the Community Development Department's annual budget and Capital Improvement Plan projects and makes recommendations to the Commission. In addition, the CDAB provides advice on the administration of Community Development Block Grant programs, HOME Investment Partnership projects, and State Housing Initiatives Partnership programs.

Evacuation and Shelters

 

Evacuation zones are determined by the potential for storm surge damage to a property, based on its geographical location. However, mobile homes are particularly vulnerable to damage from windborne debris; for this reason, mobile home residents are required to evacuate during any level evacuation, regardless of the home's physical location. That is, even if a mobile home is located in a non-evacuation zone, residents of that home MUST evacuate during a level "A" evacuation. If you have consulted the map, but are still unsure of your evacuation zone, you can call Largo Fire Rescue at 727-587-6714 with your home address to find the evacuation zone for your specific property. You can also call the Pinellas County Interactive Voice Response System at 727-453-3150.

Listen to your local radio and television stations and government access channels for emergency broadcasts. If you are ordered to evacuate, you must do so immediately.
Remember:

IMPORTANT: If you have special needs and will require assistance in evacuation, you should register NOW with Largo Fire Rescue at 727-587-6714.

 

Shelters

There are options available to hurricane evacuees beyond crowded, uncomfortable shelters. Many of our area's hotels are in non-evacuation zones, and can offer your family the privacy and comfortable beds you enjoy at your own home. Do you have family or friends in the area? Your best bet may be a host home. Host homes are houses, apartments, or condominiums in a nearby non-evacuation zone. They are great options for families with pets, since most shelters and hotels do not accept pets. If you don't know anybody who can share their home, call your church, homeowner's association, or civic association to see if they participate in matching up host homes with evacuees.

 

If you are unable to stay with someone outside of the evacuation zone, Pinellas County offers public shelters. To view a list of shelters, visit the PInellas County Emergency Management website. Remember, not all shelters will be open during every storm, so check the county website to see the current status of each shelter before you go.

The Environmental Control Division is comprised of four separate programs focused on  wastewater regulation:
  • Industrial Pretreatment (IPP)
  •  Privately-Owned Collection and Transmission Systems (POCTS)
  • Commercial Users  (CU)
  • WWRF Laboratory
Division  staff perform extensive water testing and analysis at points throughout the wastewater treatment  facility, at discharge points into the lake system, and at industrial and privately owned collection points. The Division also  issues permits to all industrial and, commercial users, as well as to privately owned collection systems operators, to ensure  proper set up and management by these wastewater flow contributors. In doing so, Environmental Control programs  minimize the risks associated with the operation of the sanitary sewer system, and ensure that the system remains safe, efficient and reliable.

If it is determined that the "Housing Rehabilitation"program may not be cost-effective in bringing your home up to code standards, you may wish to look into Largo's "Housing Replacement"program. The City of Largo can provide financing assistance to help demolish your existing home and build a new home on your existing property. This is an ideal solution for those properties which may require extensive rehabilitation work. The first step in participating in the "Housing Replacement" program is to apply for the "Housing Rehabilitation" program. Once your application is completed and approved, the City of Largo will determine the costs of rehabilitation in comparison with replacement.

Integration Division


The Information Technology Integration Division is responsible for ensuring effective and efficient implementation and operation of business solutions that support a foundation for interdepartmental communication and collaboration. This is achieved through business process review, detailed needs analysis, software selection, outcome designs and maintenance. The Integration Division staff consist of programming, analytical, and database administration personnel who have extensive experience in automating business processes utilizing open source, proprietary, and in-house developed software applications.

How much does it cost to take my students on a field trip?
Tickets are $6 per person. Schools receive one complimentary ticket per every 18 paid students. Payment is due no later than 30 days in advance. All shows are general admission and seating arrangement is on a first-come, first-served basis.

How do I reserve a field trip performance?

What is the cancellation policy?
Due to limited seating, we must limit the number of groups scheduled on any given day. Therefore, if your plans change, we ask that you cancel or reschedule well in advance of your visit. Cancellation request received less than 30 days from the event date will be billed 50% of the total due based on your reservation. Cancellations must be made directly with the Box Office (727)587-6793.

Patrol Division

Patrol Cars   The Patrol Division is responsible for the uniformed patrol functions of the department including 24-hour response to the initial investigation of crimes and incidents, traffic enforcement and control, and accident investigation. Specialized units such as TAC, Traffic Safety, K-9 and the Motor Unit are also utilized. Approximately 90 uniformed police officers and supervisors are assigned to 3 geographic districts.

Facilities Management

Facilities The Facilities Management division provides planning, construction, renovation, and maintenance support for the City's operational and recreational facilities. This includes planning and construction management services for new buildings, renovations to existing buildings, technical trades worker support & repairs (electrical, masonry, carpentry, plumbing, etc.), and custodial services.


The City currently owns almost 565,000 square feet of facilities and other building assets which this division maintains and cleans on a daily basis. Projects of large dollar value are generally contracted to a private vendor with oversight and management done by our Construction Project Management program.

Largo is in an enviable location, with easy access to Tampa Bay, the Gulf beaches, Clearwater Harbor and the Intracoastal Waterway. By virtue of our close proximity to the various waterways, we also impact the water quality of these resources. We all live in a watershed that drains to one of these waterbodies and we can have a positive impact on the health of our waters. Many of us have heard the saying, “It takes a village to raise a child”. The same principle can be applied to cleaner water. Largo is more than 57% developed as residential and we can't improve water quality without help from our residents and business communities. There are a lot of little actions that everyone can do, that could result in large improvements to the water quality of our surrounding waterbodies, many of which are free or have minimal cost such as picking up pet waste or leaving grass clippings on the lawn to recycle nutrients and water back into the lawn. We all live, work and play here,  and together we can all be a part of the solution.

One common misconception is that stormwater goes to a treatment plant. The stormwater and sanitary sewer systems are separate. Stormwater travels through streets, pipes, swales, ditches and ponds before flowing into a waterbody near you. Every waterbody has a designated use which determines the appropriate water quality standards necessary to achieve that use, which can include recreational contact or meeting specific criteria for healthy plant and animal populations. A waterbody is considered impaired when the water quality is below the water quality standards.  All of our waterways in Largo are considered impaired. In many cases the pollutants of concern aren't readily visible, including bacteria, low dissolved oxygen and nutrients. It can be hard to grasp why there is a water quality issue and what all the concern is about but in excess can lead to fish kills, algae blooms and more.

 Improving water quality is more than simply an environmental issue; it is also strongly integrated into our economy. Numerous facets of our economy are directly related to the health of our waterbodies, especially those that are entrenched in the tourism industry. This includes hotels, fishing, boating, restaurants and recreational water-based sports. The desirability of being near these aquatic resources influences our property values. From a simple economics viewpoint, it is much more economical to have a positive impact on water quality at the source of the issue than to clean it up after a pollutant has reached the water.

What is an Illicit Discharge?

Anything that is not entirely comprised of stormwater is generally considered an illicit discharge. Be suspicious of any pipe or hose going into a stormwater ditch, curb or stormwater inlet. Our stormwater system is designed to convey stormwater and should not be used to get rid of unwanted debris, including grass clippings and leaves purposely put into the roads, ditches and swales.
