Preparedness Checklist For Staying Home

If you are staying home during a hurricane Here's a list of items to consider for your
survival kit. Keep items in airtight plastic bags or containers. Replace stored water every six months and double
check battery expiration dates.


Suggested items for a "Stay Kit"

- One-week supply of food that requires no cooking and fluids to drink
- Ready-to-eat canned meats, fruits and vegetables
- Nuts, beef jerky and trail mix
- Raisins, peanut butter and granola bars
- Formula or baby food
- Canned juices or sports drinks
- One gallon of water per person per day
- Non-electric can opener
- Utility knife
- Cups, plates and plastic utensils
- Cooler and ice
- Pet food

Environmental Services' Administration division is responsible for overall policy guidance, budget management, Capital Improvements Program (CIP) project development, revenue forecasting, contract management and performance measurement. These comprehensive responsibilities support the department's efforts to meet customer's desired outcomes for products and services, to comply with regulatory mandates, to protect the public health and preserve the environment.

Finance & Accounting

The Finance and Accounting Division is responsible for all City-wide financial administration.

Sold on Largo

This program offers up to $25,000 for a down payment/closing cost assistance second mortgage to help residents become first-time homeowners. It means a more affordable monthly payment and a low down payment. This loan carries 0% interest, and doesn't require repayment until you, sell the home; payoff or refinance your first mortgage, are no longer owner-occupant in the home; or after 20 years.

Requirements


Attend a mortgage class, pre-qualify for a mortgage with a participating lender, find a house, and submit a Sold On Largo application for the second mortgage to cover down payment/closing costs.

Eligibility

  1. First-time home buyers (not owned a home in last three years)
  2. Gross family income must not exceed program limits
  3. Property must be within the City limits of Largo
  4. Maximum purchase price $190,000
  5. House must pass Section 8 Housing Quality Standards Inspection
  6. House must not be located within a flood plain

The Information Technology Department coordinates citywide technology activities. The department sets direction for all enterprise technology and is an internal service provider to other City departments to provide process automation analysis and technical support. Caricature Drawing

Lars-Erik Robinson, a talented caricaturist, illustrator and portrait artist will teach you the art of drawing caricatures of friends and family and even celebrities. Better By You, Better Than Me, a song written by Wright, was also covered by Judas Priest on their 1978 album Stained Class. Administration

Admin
Public Works Administration coordinates the affairs of the Department. This division reviews and recommends the annual budgetary and Capital Improvement Program allocations for the department, directs strategic planning, communicates with the City Commission and City Administration, and provides clerical and personnel support for the entire agency. Personnel within the Administration Division report directly to the Public Works Director.


Public Works Administration is also responsible for overseeing the department's accreditation efforts. This accreditation recognizes the Department adheres to over 300 best management practices as identified by the Public Works Accreditation Council, and the APWA's Public Works Management Practices Manual, fifth edition.

Public Works Administration is located at the Public Works Complex, 1000 2nd Street S.E. in Largo, Florida.

Highland Recreation Complex


Highland Recreation Complex offers programs, classes and special events for nearly every recreational interest and age. The facility features a 3-story indoor playground, 1/13 mile walking track, two party rooms, an interactive gaming room, a licensed preschool for 3-4 year olds (opening September), two indoor and two outdoor basketball courts, a fitness center, two program rooms, and the tallest municipal water slide in Pinellas County at the Highland Family Aquatic Center.

City Attorney's Office

The City Attorney, who is appointed by the City Manager with the approval of the City Commission, provides general legal advice to City officials and staff, and prepares/reviews ordinances, resolutions, contracts and legal agreements. The City Attorney also represents the City of Largo in legal proceedings and coordinates the activity of outside legal counsel.

Annexation Program


Planning Service Area (August 2012)
Throughout the City of Largo planning service area (large file), there are neighborhoods that are not within the Largo City Limits. Some of these enclaves may be small pockets of one or two homes, while other areas are much larger. All of these areas, which are technically located in unincorporated Pinellas County, create unique problems in the provision of services for Largo residents. Services such as sewer service, garbage collection, law enforcement, recreational programs, and code enforcement suffer from inefficiency when these pockets of unincorporated areas exist within the Largo planning service area. As a result, Largo residents find themselves subsidizing many services provided to non-Largo residents. Since 1997, the City of Largo has pursued a comprehensive annexation strategy in order to create logical borders and to increase efficiency in the provision of services.

Securing Your Pet

You are not only responsible for disaster planning for yourself and your family - you are also responsible for disaster planning for your pets. Remember that pets are not permitted in shelters, which means that if you plan to go to a shelter, you must also make arrangements for your pet. There is limited space available at pet shelters such as veterinarians and kennels, so be sure to make your arrangements in advance. Be sure that your pets have had all of their shots within the past 12 months. Pet shelters will require proof of vaccinations.

After a storm, be cautious about letting you pet outside, as insects, animals and downed power lines can pose a serious threat to your pet. Do not let your pet consume food or water which may have become contaminated.. For more information, you can contact the SPCA , Pinellas County Animal Control or the Humane Society.

With more than 350 miles of gravity and pressurized sewer piping and over 5,000 manholes to maintain, our certified collection system specialists employ a variety of detection and repair methods to ensure uninterrupted sewer service and minimal sewer overflows. Housing Rehabilitation

If you've been thinking of a way to repair or improve your home, but have trouble finding the financing to do so, Largo's Housing Rehabilitation Program can help. The program provides low-interest loans to income-eligible homeowners to make improvements to their homes. The City of Largo will determine the approximate costs of the improvements, help you select a contractor and supervise the work in progress.

If it is determined that rehabilitation of your home is not cost-effective, you may wish to look into Largo's "Replacement Program", which provides financing assistance for demolition of your existing home and construction of a new home on your existing property.

Infrastructure Division


The Information Technology Infrastructure Division provides the City with the underlying structure: networks, storage, servers, operating systems and security to enable support of applications and users for City departments and customers. The Division performs tasks such as system and network administration, and selection and deployment of enterprise computer equipment including network devices, routers, switches, and computer servers and operating systems. Future planning and testing of devices and software before deployment to customers is an on-going process within the Division. In addition, many enterprise wide applications such as e-mail, office applications, and desktop presentation are deployed and managed within the group.

The Infrastructure Division utilizes open source software applications and systems such as Linux, Open Office, Firefox and Evolution whenever possible to bring the most open, stable applications to customers and make best use of City funds.

Streets & Drainage

Streets and DrainageThe Streets & Drainage Division of the Public Works Department is primarily responsible for maintenance of the City of Largo's transportation and stormwater infrastructure. Below you will find ways to report potholes, street sign damage, street light outages, and other issues that effect your quality of life and that the Division is prepared to assist you with.
If your property is experiencing flooding or drainage problems, or is experiencing flooding due to conditions of adjacent properties, complete a "Report Drainage Issues" form or contact us via email at streetsanddrainage@largo.com.

If you have concerns regarding the pavement on your street, or if you are aware of a pothole or other street defect, you can complete the "Report a Pothole" form, email the Division at the email address above, or call the Streets and Drainage Division at the number listed to the right.

If the flooding on your property is the result of a sewer or reclaimed water service failure, contact the Environmental Services Department immediately at 727-507-4460 (daytime) or 727-587-6730 (after hours).

Building Division


Evacuation and Shelters

Evacuation zones are determined by the potential for storm surge damage to a property, based on its geographical location. However, mobile homes are particularly vulnerable to damage from windborne debris; for this reason, mobile home residents are required to evacuate during any level evacuation, regardless of the home's physical location. That is, even if a mobile home is located in a non-evacuation zone, residents of that home MUST evacuate during a level "A" evacuation. If you have consulted the map, but are still unsure of your evacuation zone, you can call Largo Fire Rescue at 727-587-6714 with your home address to find the evacuation zone for your specific property. You can also call the Pinellas County Interactive Voice Response System at 727-453-3150.

Listen to your local radio and television stations and government access channels for emergency broadcasts. If you are ordered to evacuate, you must do so immediately.
Remember:

IMPORTANT: If you have special needs and will require assistance in evacuation, you should register NOW with Largo Fire Rescue at 727-587-6714.

Shelters

There are options available to hurricane evacuees beyond crowded, uncomfortable shelters. Many of our area's hotels are in non-evacuation zones, and can offer your family the privacy and comfortable beds you enjoy at your own home. Do you have family or friends in the area? Your best bet may be a host home. Host homes are houses, apartments, or condominiums in a nearby non-evacuation zone. They are great options for families with pets, since most shelters and hotels do not accept pets. If you don't know anybody who can share their home, call your church, homeowner's association, or civic association to see if they participate in matching up host homes with evacuees.


If you are unable to stay with someone outside of the evacuation zone, Pinellas County offers public shelters. To view a list of shelters, visit the PInellas County Emergency Management website. Remember, not all shelters will be open during every storm, so check the county website to see the current status of each shelter before you go.

Environmental Control

Feather Sound Discharge Water Point

The Environmental Control Division is comprised of four separate programs focused on  wastewater regulation:
    -Industrial Pretreatment (IPP)
    -Privately-Owned Collection and Transmission Systems (POCTS)
    -Commercial Users (FOG)
    -WWRF Laboratory
Division  staff perform extensive water testing and analysis at points throughout the wastewater treatment  facility, at discharge points into the lake system, and at industrial and privately owned collection points. The Division also  issues permits to all industrial and, commercial users, as well as to privately owned collection systems operators, to ensure  proper set up and management by these wastewater flow contributors. In doing so, Environmental Control programs  minimize the risks associated with the operation of the sanitary sewer system, and ensure that the system remains safe, efficient and reliable.


Housing Replacement

If it is determined that the "Housing Rehabilitation"program may not be cost-effective in bringing your home up to code standards, you may wish to look into Largo's "Housing Replacement"program. The City of Largo can provide financing assistance to help demolish your existing home and build a new home on your existing property. This is an ideal solution for those properties which may require extensive rehabilitation work. The first step in participating in the "Housing Replacement" program is to apply for the "Housing Rehabilitation" program. Once your application is completed and approved, the City of Largo will determine the costs of rehabilitation in comparison with replacement.

Integration Division


The Information Technology Integration Division is responsible for ensuring effective and efficient implementation and operation of business solutions that support a foundation for interdepartmental communication and collaboration. This is achieved through business process review, detailed needs analysis, software selection, outcome designs and maintenance. The Integration Division staff consist of programming, analytical, and database administration personnel who have extensive experience in automating business processes utilizing open source, proprietary, and in-house developed software applications.

How much does it cost to take my students on a field trip?
Tickets are $6 per person. Schools receive one complimentary ticket per every 18 paid students. Payment is due no later than 30 days in advance. All shows are general admission and seating arrangement is on a first-come, first-served basis.

How do I reserve a field trip performance?

What is the cancellation policy?
Due to limited seating, we must limit the number of groups scheduled on any given day. Therefore, if your plans change, we ask that you cancel or reschedule well in advance of your visit. Cancellation request received less than 30 days from the event date will be billed 50% of the total due based on your reservation. Cancellations must be made directly with the Box Office (727)587-6793.

Patrol Division

PD OfficersThe Patrol Division is responsible for the uniformed patrol functions of the department including 24-hour response to the initial investigation of crimes and incidents, traffic enforcement and control, and accident investigation. Specialized units such as TAC, Traffic Safety, K-9 and the Motor Unit are also utilized. Approximately 90 uniformed police officers and supervisors are assigned to 3 geographic districts

Facilities
The Facilities Management division provides planning, construction, renovation, and maintenance support for the City's operational and recreational facilities. This includes planning and construction management services for new buildings, renovations to existing buildings, technical trades worker support & repairs (electrical, masonry, carpentry, plumbing, etc.), and custodial services.


The City currently owns almost 565,000 square feet of facilities and other building assets which this division maintains and cleans on a daily basis. Projects of large dollar value are generally contracted to a private vendor with oversight and management done by our Construction Project Management program.

Reclaimed Water


Purple is the new "green" in water conservation
It's a fact that all water on Earth is recycled. But when we hear the term "recycled" or "reclaimed water" it means wastewater that has been sent from homes and businesses through a sewer system to a wastewater facility where it is treated  and made available for use in irrigation, industrial cooling, or dust control. The City of Largo and the Southwest Florida Water Management District (SWFWMD) teamed to fund a system to distribute reclaimed water to households and businesses for the purpose of watering lawns and commercial properties. While not available everywhere, those residents who use reclaimed water save money and reduce their ecological footprint. Rental Rehabilitation

If you own rental property which is in need of repair, Largo can provide you with financing assistance through the Rental Rehabilitation Program. The program provides low-interest loans for owners of income-eligible rental property. The City of Largo will determine the approximate costs of the improvements, help you select a contractor and supervise the work in progress. You should contact the Community Development Department in advance to determine the maximum amount you may spend on rehabilitation.

City Manager's Office

The City of Largo follows a Commission-Manager form of government, which means that the City Commission hires a City Manager to coordinate all of the daily operations of the City. The manager is a non-elected professional, and must be confirmed by the City Commission on an annual basis.
The City Manager, through the Administration Department, provides the overall administrative direction for the City government. The City Manager serves as the chief executive and administrative officer of the City government. The City Manager is responsible for hiring and supervising all Assistant City Managers, Department Directors, and the Assistants to the City Manager.
The City Charter provides that the City Manager is to implement City policy as established by the City Commission. An Assistant City Manager performs the duties of the City Manager in the absence or disability of that individual.
The Assistant City Manager of Services is responsible for the Administration, Recreation Parks & Arts, Library, and Finance Departments and directly supervises theOffice of Management & Budget(OMB) and the City Clerk's Office. This person is responsible for preparation of the Annual Operating and Capital Improvement Budget, coordination of the purchasing function, and service as the City's Labor Relations Officer. The latter function includes negotiating labor contracts, maintaining a close working relationship with all three employee union groups, and processing labor grievances and is also currently responsible for the Fire Rescue department.

The Assistant City Manager of Operations is responsible for the Environmental Services, Public Works, and Community Development Departments.

Largo Environmental Services Wastewater Treatment Facility
Largo's Wastewater Treatment Facility operates 24 hours per day, 7 days per week, 365 days per year, and processes approximately 12 million gallons of incoming wastewater on an annual average daily basis into Reclaimed Water and Biosolids pellets. It has also been awarded the Environmental Protection Operations and Maintenance Award by Florida's Department of Environmental Protection, setting Largo's treatment plant at the forefront of operational excellence. What does all of this mean to the City of Largo's more than 120,000 customers? It means that your sewer system is one of the most efficient, well-operated systems in the state.

The class is specifically directed to those who have not danced

Line Dancing Beginner Level 2

The Historic Largo Feed Store was moved to Largo Central Park in 1992, restored and re-opened its doors to the public in 1998. This 1902 restoration, once used to serve the needs of cattle ranchers and produce growers, is now an ideal location for small parties and meetings. Located just a minute walk from the Cultural Center, the Feed Store has a large covered porch over looking a small fountain and rose garden. A perfect venue for small to medium size events, the Feed Store is a popular site for rehearsal dinners and corporate meetings. The Historic Largo Feed Store hosts a display of memorabilia from Largo's pioneer families carefully protected in handcrafted cases.
