Budget

The Office of Management and Budget prepares the City budget and five-year Capital Improvements Program (CIP) and oversees the City's purchasing and Community Engagement as it pertains to the City Budget. 

The Department leads and serves the organization in making informed decisions in resource allocation, program evaluation, and long-term financial and management planning.

Preparedness Checklist For Staying Home

If you are staying home during a hurricane Here's a list of items to consider for your
survival kit. Keep items in airtight plastic bags or containers. Replace stored water every six months and double
check battery expiration dates.


Suggested items for a "Stay Kit"

- One-week supply of food that requires no cooking and fluids to drink
- Ready-to-eat canned meats, fruits and vegetables
- Nuts, beef jerky and trail mix
- Raisins, peanut butter and granola bars
- Formula or baby food
- Canned juices or sports drinks
- One gallon of water per person per day
- Non-electric can opener
- Utility knife
- Cups, plates and plastic utensils
- Cooler and ice
- Pet food

- Adhesive bandages, gauze pads and tape
- Soap and anti-bacterial hand gel

Finance & Accounting

The Finance and Accounting Division is responsible for all City-wide financial administration.

Sold on Largo

This program offers up to $35,000 for a down payment/closing cost assistance second mortgage to help residents become first-time homeowners. It means a more affordable monthly payment and a low down payment. This loan carries 0% interest, and doesn't require repayment until you, sell the home; payoff or refinance your first mortgage, are no longer owner-occupant in the home; or after 20 years.

Sold on Largo

Requirements

Attend a mortgage class, pre-qualify for a mortgage with a participating lender, find a house, and submit a Sold On Largo application for the second mortgage to cover down payment/closing costs.

Eligibility

  1. First-time home buyers (not owned a home in last three years)
  2. Gross family income must not exceed program limits
  3. Property must be within the City limits of Largo
  4. Maximum purchase price existing home $138,000 / new construction $190,000 (HOME)/$190,000 new and existing homes (SHIP)
  5. House must pass Section 8 Housing Quality Standards Inspection
  6. House must not be located within a flood plain

Administration

Admin
Public Works Administration coordinates the affairs of the Department. This division reviews and recommends the annual budgetary and Capital Improvement Program allocations for the department, directs strategic planning, communicates with the City Commission and City Administration, and provides clerical and personnel support for the entire agency. Personnel within the Administration Division report directly to the Public Works Director.  

Public Works Administration is also responsible for overseeing the department's accreditation efforts. This accreditation recognizes the Department adheres to over 300 best management practices as identified by the Public Works Accreditation Council, and the APWA's Public Works Management Practices Manual, fifth edition.

Public Works Administration is located at the Public Works Complex, 1000 2nd Street S.E. in Largo, Florida.

Highland Recreation Complex offers programs, classes and events for nearly every interest and age. The facility features a 3-story indoor playground, 1/13 mile walking track, party rooms, an interactive gaming room, a licensed preschool for 3-4 year olds, indoor and outdoor basketball courts, a fitness center, two program rooms, and the tallest municipal water slide in Pinellas County at the Highland Family Aquatic Center.

City Clerk's Office

This division is responsible for maintaining permanent City documents, such as Ordinances, Resolutions and City Commission Meeting Minutes, and provides records management and retrieval services for other City departments. The City Clerk's Office also processes public records requests from the general public. This division is responsible for preparing City Commission agendas, minutes and meeting materials and the City Clerk or designee seals all official documents with the City Seal. The City Clerk's Office is responsible for selling cemetery lots and maintaining cemetery records. The City Clerk administers the City Municipal General Election each year.

The priority of Code Enforcement is to address life safety issues that pose a threat to the health, safety, well being and quality of life for the residents and guests in the City of Largo. It is because our citizens want safe, sound neighborhoods that we are proactive in our enforcement efforts. Most of the complaints we receive are regarding high grass and weeds, inoperable or unlicensed vehicles, trash, debris and outside storage of junk on residential and commercial properties. You can find a "top ten" list below of our frequent questions.

Commonly Asked Questions

How tall can my grass be before it would be a violation?
Overgrowth of grass, weeds, uncultivated vegetation over a discernible portion of the property in excess of twelve inches would be considered a violation.

Can I keep a vehicle that is inoperable or unlicensed?
You may have one vehicle that is inoperable or unlicensed inside a fully enclosed structure such as a garage. All other vehicles to include trailers, boats, must have a valid tag on them and be fully operable to remain on any property in the city.

Can my neighbor store piles of junk, boxes and totes outside?
No, outside storage of junk, indoor furniture, trash, totes, boxes, car parts, dismantled machinery etc. may not be stored outside on any residential and most commercial properties.

Largo TV

Largo TV is your 24/7 source for the latest City information and news including Commission Meetings, Commission Work Sessions, Planning Board, Code Enforcement Board and more designed to keep you informed of the issues facing the community and the actions the City of Largo is taking to continually improve the quality of life in our community. LTV is only available on Bright House Networks channel 639, WOW! channel 15 and Verizon FiOS channel 45.  Meetings and more are also available online for viewing on your schedule.

Planning Board

The Planning Board devises and submits plans for the improvement of Largo through growth, development, infrastructure, and utility planning. The Board also advises the City on regulation and restriction of building uses, regulation of building design and construction, administration of special districts within the City, regulation of dangerous or offensive trades within the City and general planning to enhance the beauty and attractiveness of Largo as a city to residents, visitors and business owners.

 

Membership is no less than five and no more than seven members. Appointment is made by the Mayor and confirmed by City Commission. The length of appointment is for three years. Monthly meetings are held on the first Thursday at 6:00pm. Please contact the Community Development Director at 727-587-6749 for further information.

Intervening Party Status

 

What is it? City staff, the applicant and intervening parties may present testimony relevant to the proposal at the public hearing. Intervening party status entitles a person to personally testify, present evidence, present argument, present fact and expert witnesses, cross-examine witnesses, appeal the decision and speak on reconsideration requests. Anyone requesting intervening party status is required to be sworn in prior to providing testimony.

 

How is this different than public comment? Members of the general public are invited to provide comment during the appropriate part of the hearing. Individuals providing public comment are limited to three minutes of speaking. These individuals are not required to be sworn in and are not limited in terms of what is included in their comments. However, they are not allowed to cross-examine staff and/or applicants nor are they allowed to appeal the decision of the Planning Board.

 

How is intervening party status obtained? Persons who desire to make presentations as an intervening party must register with the city clerk or board secretary on the forms provided immediately prior to the commencement of the meeting at which such item is to be heard. Intervening party status may be applied, but is not limited to, all property owners within five hundred (500) feet radius of the boundaries of subject property as listed in the records of the Pinellas County Property Appraiser, or all individuals who reside in or operate a business within five hundred (500) feet of the subject property.

 

How should I prepare for the hearing? Testimony by an intervening party shall be directed to whether the proposal does or does not meet appropriate criteria and standards contained in the Comprehensive Development Code as well as modifications necessary for approval.

Procedures

 

Order and time allotments

The order of appearance and total time allotments shall be as follows; however if good cause is shown, the chair may grant additional time above what is stated below:

Presentation by staff – ten (10) minutes;

Presentation by applicant – ten (10) minutes;

Presentation by intervening parties – ten (10) minutes;

Public comment;

Staff, amended recommendations, if any – three (3) minutes;

Closing argument of intervening parties – three (3) minutes

Applicant; rebuttal and closing argument – three (3) minutes.

 

What to Expect During the Hearing

 

The city clerk or board secretary shall describe the application, identify the applicant and other persons to the proceedings, and announce the order of presentation.

 

The board shall consider and grant any requests for intervening party status.

 

Disclosure of ex parte communications received by City Commissioners or board members, if any, which shall be made a part of the record.

 

The city clerk or board secretary shall swear in City staff, the applicant, intervening parties, and witnesses.

 

The applicant, city staff and intervening parties shall present testimony and documentation to the City Commission or Planning Board.

 

At the conclusion of the quasi-judicial public hearing, the Planning Board shall recommend approval, approval with conditions, or deny the application.

 

Securing Your Pet

You are not only responsible for disaster planning for yourself and your family - you are also responsible for disaster planning for your pets. Remember that pets are not permitted in shelters, which means that if you plan to go to a shelter, you must also make arrangements for your pet. There is limited space available at pet shelters such as veterinarians and kennels, so be sure to make your arrangements in advance. Be sure that your pets have had all of their shots within the past 12 months. Pet shelters will require proof of vaccinations.

After a storm, be cautious about letting you pet outside, as insects, animals and downed power lines can pose a serious threat to your pet. Do not let your pet consume food or water which may have become contaminated. For more information, you can contact the SPCA, Pinellas County Animal Control or the Humane Society.

Housing Rehabilitation

If you've been thinking of a way to repair or improve your home, but have trouble finding the financing to do so, Largo's Housing Rehabilitation Program can help. The program provides low-interest loans to income-eligible homeowners to make improvements to their homes. The City of Largo will determine the approximate costs of the improvements, help you select a contractor and supervise the work in progress.

 
If it is determined that rehabilitation of your home is not cost-effective, you may wish to look into Largo's "Replacement Program", which provides financing assistance for demolition of your existing home and construction of a new home on your existing property.

Largo Fire Rescue provides a full range of services to the community, including hazardous materials response, technical rescue, tactical SWAT medics and an ALS service utilizing both ALS engines and rescues. It is one of a few departments in the world accredited by the Commission on Fire Accreditation International and is a leader in providing benefits and training to its employees. Largo Firefighters work a 24/48 schedule with an additional shift off every 28-day cycle (13 annually).

To be notified when a selection process is occurring, please fill out an interest card. The process consists of a written test, physical ability test, and initial interview. Each stage must be passed successfully to qualify to proceed to the next stage. Scores are valid for one year. For additional questions regarding the hiring process, please contact Human Resources.

Prior to submitting your application for employment, please take a moment to carefully read the Firefighter Selection Criteria to be sure you meet these requirements as well as the grounds for disqualification or deferment of processing.

Infrastructure Division

The Information Technology Infrastructure Division provides the City with the underlying structure: networks, storage, servers, operating systems and security to enable support of applications and users for City departments and customers. The Division performs tasks such as system and network administration, and selection and deployment of enterprise computer equipment including network devices, routers, switches, and computer servers and operating systems. Future planning and testing of devices and software before deployment to customers is an on-going process within the Division. In addition, many enterprise wide applications such as e-mail, office applications, and desktop presentation are deployed and managed within the group.

The Infrastructure Division utilizes open source software applications and systems such as Linux, Open Office, Firefox and Evolution whenever possible to bring the most open, stable applications to customers and make best use of City funds.

Streets and Drainage The Streets & Stormwater Division of the Public Works Department is primarily responsible for maintenance of the City of Largo's transportation and stormwater infrastructure. Below you will find ways to report potholes, street sign damage, street light outages, and other issues that effect your quality of life and that the Division is prepared to assist you with.
If your property is experiencing flooding or drainage problems, or is experiencing flooding due to conditions of adjacent properties, complete a "Report Drainage Issues" form or contact us via email at streetsanddrainage@largo.com.

If you have concerns regarding the pavement on your street, or if you are aware of a pothole or other street defect, you can complete the "Report a Pothole" form, email the Division at the email address above, or call the Streets and Stormwater Division at the number listed to the right.

If the flooding on your property is the result of a sewer or reclaimed water service failure, contact the Environmental Services Department immediately at 727-507-4460 (daytime) or 727-587-6730 (after hours).

City Attorney's Office

The City Attorney, who is appointed by the City Manager with the approval of the City Commission, provides general legal advice to City officials and staff, and prepares/reviews ordinances, resolutions, contracts and legal agreements. The City Attorney also represents the City of Largo in legal proceedings and coordinates the activity of outside legal counsel.

Community Development Advisory Board

The Community Development Advisory Board (CDAB) advises and makes recommendations to the City Commission concerning policy matters relating to the Community Development Department. The CDAB also reviews the Community Development Department's annual budget and Capital Improvement Plan projects and makes recommendations to the Commission. In addition, the CDAB provides advice on the administration of Community Development Block Grant programs, HOME Investment Partnership projects, and State Housing Initiatives Partnership programs.

Evacuation and Shelters

Evacuation zones are determined by the potential for storm surge damage to a property, based on its geographical location. However, mobile homes are particularly vulnerable to damage from windborne debris; for this reason, mobile home residents are required to evacuate during any level evacuation, regardless of the home's physical location. That is, even if a mobile home is located in a non-evacuation zone, residents of that home MUST evacuate during a level "A" evacuation. If you have consulted the map, but are still unsure of your evacuation zone, you can call Largo Fire Rescue at 727-587-6714 with your home address to find the evacuation zone for your specific property. You can also call the Pinellas County Interactive Voice Response System at 727-453-3150.

Listen to your local radio and television stations and government access channels for emergency broadcasts. If you are ordered to evacuate, you must do so immediately.
Remember:

IMPORTANT: If you have special needs and will require assistance in evacuation, you should register NOW with Largo Fire Rescue at 727-587-6714.

Shelters

There are options available to hurricane evacuees beyond crowded, uncomfortable shelters. Many of our area's hotels are in non-evacuation zones, and can offer your family the privacy and comfortable beds you enjoy at your own home. Do you have family or friends in the area? Your best bet may be a host home. Host homes are houses, apartments, or condominiums in a nearby non-evacuation zone. They are great options for families with pets, since most shelters and hotels do not accept pets. If you don't know anybody who can share their home, call your church, homeowner's association, or civic association to see if they participate in matching up host homes with evacuees.

 

If you are unable to stay with someone outside of the evacuation zone, Pinellas County offers public shelters. To view a list of shelters, visit the PInellas County Emergency Management website. Remember, not all shelters will be open during every storm, so check the county website to see the current status of each shelter before you go.

Environmental Control

The Environmental Control Division is comprised of four separate programs focused on  wastewater regulation:
  • Industrial Pretreatment (IPP)
  •  Privately-Owned Collection and Transmission Systems (POCTS)
  • Commercial Users  (CU)
  • WWRF Laboratory
Division staff perform extensive water testing and analysis at points throughout the wastewater treatment facility, at discharge points into the lake system, and at industrial and privately owned collection points. The Division also  issues permits to all industrial and, commercial users, as well as to privately owned collection systems operators, to ensure  proper set up and management by these wastewater flow contributors. In doing so, Environmental Control programs minimize the risks associated with the operation of the sanitary sewer system, and ensure that the system remains safe, efficient and reliable.

Largo maintains one of the lowest tax rates in the state of Florida for a full-service government. In addition to City taxes, Largo residents pay additional county-wide taxes for schools, transportation, county services, emergency medical services and local management districts.

Housing Replacement

 

If it is determined that the "Housing Rehabilitation"program may not be cost-effective in bringing your home up to code standards, you may wish to look into Largo's "Housing Replacement"program. The City of Largo can provide financing assistance to help demolish your existing home and build a new home on your existing property. This is an ideal solution for those properties which may require extensive rehabilitation work. The first step in participating in the "Housing Replacement" program is to apply for the "Housing Rehabilitation" program. Once your application is completed and approved, the City of Largo will determine the costs of rehabilitation in comparison with replacement.

Integration Division

The Information Technology Integration Division is responsible for ensuring effective and efficient implementation and operation of business solutions that support a foundation for interdepartmental communication and collaboration. This is achieved through business process review, detailed needs analysis, software selection, outcome designs and maintenance. The Integration Division staff consist of programming, analytical, and database administration personnel who have extensive experience in automating business processes utilizing open source, proprietary, and in-house developed software applications.

How much does it cost to take my students on a field trip?
Tickets are $6 per person. Schools receive one complimentary ticket per every 18 paid students. Payment is due no later than 30 days in advance. All shows are general admission and seating arrangement is on a first-come, first-served basis.

What is the cancellation policy?

Patrol

The Patrol Division is responsible for the uniformed patrol functions of the department including 24-hour response to the initial investigation of crimes and incidents, traffic enforcement and control, and accident investigation. Specialized units such as TAC, Traffic Safety, K-9 and the Motor Unit are also utilized. Approximately 90 uniformed police officers and supervisors are assigned to 3 geographic districts.

Facilities The Facilities Management division provides planning, construction, renovation, and maintenance support for the City's operational and recreational facilities. This includes planning and construction management services for new buildings, renovations to existing buildings, technical trades worker support & repairs (electrical, masonry, carpentry, plumbing, etc.), and custodial services.
The City currently owns almost 565,000 square feet of facilities and other building assets which this division maintains and cleans on a daily basis. Projects of large dollar value are generally contracted to a private vendor with oversight and management done by our Construction Project Management program.

Purple is the new "green" in water conservation

It's a fact that all water on Earth is recycled. But when we hear the term "recycled" or "reclaimed water" it means wastewater that has been used in homes and businesses and sent through a sewer system to a wastewater facility where it is treated  and made available for use in irrigation, industrial cooling, or dust control.

The City of Largo and the Southwest Florida Water Management District (SWFWMD) teamed to fund a system to distribute reclaimed water to households and businesses for the purpose of watering lawns and commercial properties. While not available everywhere, Largo residents and businesses who use reclaimed water save money and reduce their ecological footprint.

Ordering Service
Pinellas County Utilities coordinates start-up and billing for residential potable water, sewer, garbage collection, storm water drainage and reclaimed water services. A deposit will be required by residential customers based on meter size and number of services billed at the dwelling. Pinellas County Utilities (PCU) does not accept letters of reference from phone, electric, cable, gas or other water provider. PCU bills deposits for all customers based on services and meter size.

Rental Rehabilitation

If you own rental property which is in need of repair, Largo can provide you with financing assistance through the Rental Rehabilitation Program. The program provides low-interest loans for owners of income-eligible rental property. The City of Largo will determine the approximate costs of the improvements, help you select a contractor and supervise the work in progress. You should contact the Community Development Department in advance to determine the maximum amount you may spend on rehabilitation.

Interest rate at three (3) points below Prime Rate (minimum 4% interest rate)
  1. Maximum repayment period of 15 years; and
  2. Total debt on property may not exceed 95% of the property's value after rehabilitation.
Financing may be used for the following types of projects:

  2. Plumbing;
  3. Structural;
  4. Windows;
  5. Heating & air;
  6. Energy conservation improvements; or
  7. Handicap modifications or accessibility.
In order to participate in the "Rental Rehabilitation" program you must meet certain eligibility requirements.

Technical Theatre Production Camp
AGES 13-18

Campers will learn skills in working with scenery, rigging, audio, sound and lighting equipment and apply their new skills in supporting the production of Disney's Peter Pan Jr. summer camp show. The camp is taught by professionals with years of experience in the entertainment business.
