Environmental Services is proud of the significant contribution it makes in providing Largo residents with a healthy and carefree lifestyle. The department regulates, collects, treats and recycles all the wastewater generated by the City's sanitary sewer customers. These activities serve to protect public health and prevent pollution of the environment. |

Finance
Chief Financial Officer Mr. Kimball R. Adams, CPA is also the Director of the Finance Department, which is primarily an internal service provider to other City departments, but also serves the public through utility billing activities, accounts payable, and by responding to general finance inquiries.The Finance Department coordinates City-wide activities, such as accounts payable, cash disbursements, utility billing (wastewater, solid waste, stormwater and reclaimed water), payroll disbursements, asset tracking, and treasury management. The department maintains all official City accounting records and ensures that all accounting transactions are properly recorded. The department is responsible for monitoring financial reporting and for implementing financial management policies.
KEY PROJECTS
- Continued implementation of Governmental Accounting Standards Board Statements, including:
- GASB Statement 45
- Other Post Employment Benefits (OPEB), which will require an actuarial valuation report to be prepared in FY 2008.
- Assist the Office of Management & Budget (OMB) with preparation for the City-wide Capital Improvements Program (CIP) and the annual Budget.

Financial Center
FINANCIAL PUBLICATIONS:
- Budget -This document summarizes the City's current annual spending plan for all plans, departments and programs. The Annual Budget also projects revenues for all major sources for the year.
- Budget in Brief - This document serves as a user-friendly summarized version of our annual budget. It provides our Citizens basic information on their property taxes as well as annual budget allocations.
- Budget Amendments - These documents represent the changes to the Budget that are approved by the City Commission throughout the Budget Year.
- CAFR- The Comprehensive Annual Financial Report - This report presents the City's audited financial statements for the previous fiscal year, including related reports on items such as grant compliance, financial indicators and selected historical financial information.
- CIP- The Capital Improvements Program and Long Term Financial Plan - This is the City's long-term planning document, which includes major equipment purchases and capital facilities (buildings, parks, etc.) projected over the next five years. This document also projects operating revenues (taxes, fees and other sources) and operating expenditures (salaries, repairs, etc.) for the same time period in order to determine whether sufficient resources will be available for projected capital improvements.
- Purchasing - The City uses a formal bid process or Request For Proposal (RFP) process for purchases over $25,000. The City obtains quotes for most purchases below $25,000. For information on outstanding bids and RFP's, please contact the Office of Management and Budget (OMB) at 727-587-6727.
- Accounts Payable - Accounts Payable is a function in the Finance Department.
- Taxes and Fees - The City levies several different taxes and user fees, which fund the majority of City Services. The City also receives revenue from grants and from other governments to fund a portion of City Services. Major taxes, fees, and other revenues are summarized in the Taxes and Fees web page. - Utility Rates & Billing - Utility Rates & Billing is a function in the Finance Department.
Fire Rescue
Largo Fire Rescue was formed in the early 1900s and operated as an all-volunteer department until 1921. In 1970, the department became fully career-staffed. Today the department has 134 sworn firefighters and 7 civilian employees. Professionally trained personnel provide fire protection, emergency medical services, hazardous materials response and mitigation, technical rescue operations, fire prevention and inspection, community education, and disaster planning service.
Pinellas County is the fifth most populated county in the state with 921,500 residents and is the most densely populated with 3,289 persons per square mile. Largo Fire Rescue provides fire suppression and Emergency Medical Services (EMS) services to more than 100,000 residents in a service area of approximately 30.5 square miles. Largo Fire Rescue's Insurance Services Office (ISO) rating is a Class 2.
Fire Accreditation:
Largo Fire Rescue received accreditation by the Commission on Fire Accreditation (CFAI) for the third time and is accredited until 2014.
Call Volume and statistics:
In 2011, Largo Fire Rescue responded to 21,734 incidents, including:
Approximately 2,500 Non-Medical Calls (Including: Structure Fires, Vehicle Fires, False Alarms, HazMat, Tech Rescue, etc.)
17,252 Medical Emergency Calls
1,491 Vehicle Incidents
These numbers represent more than 59 calls for service every 24 hours.

The Housing Division is responsible for managing several programs that focus on improving low- and moderate-income neighborhoods and households by increasing home ownership levels, maintaining existing community housing resources, improving neighborhood infrastructure, and providing financial incentives for the construction of new affordable housing. All of the programs managed by the Division are entirely funded by either federal or state grants, or through income derived from payback of low interest loans offered through the Division, and are designed to assist residents that are seeking assistance in purchasing or renovating a home. | |

The City of Largo is an innovator in the field of information technology (IT) management, using a combination of management solutions that maximize effectiveness and minimize cost. The City has received international recognition for implementation of Linux open source technology as the platform of choice. Through the selection of open source solutions for word processing, electronic mail, spreadsheet, scheduling and office automation software, the IT department continues to provide extensive savings over more traditional alternatives in city-wide applications. The IT Department consults with other departments to analyze and select appropriate technology for application specific solutions. In addition, IT supports and maintains internet access and hosting, computer training, and mobile computing solutions for City departments. |

Mayor & Commission
The City of Largo is a Commission-Manager form of government, consisting of six City Commissioners and a Mayor who establish legislative policies, which are then carried out by the City Manager. Commissioners are elected for three year terms on a rotating basis. Candidates for Commission must be residents of the City of Largo. In addition to City Commission offices, Largo has numerous opportunities for citizens to contribute to their local community through advisory boards and affiliate boards, which are filled by appointment for varying terms.
