Housing Division

The Housing Division is responsible for managing several programs that focus on improving low- and moderate-income neighborhoods and households by increasing home ownership levels, maintaining existing community housing resources, improving neighborhood infrastructure, and providing financial incentives for the construction of new affordable housing. All of the programs managed by the Division are entirely funded by either federal or state grants, or through income derived from payback of low interest loans offered through the Division, and are designed to assist residents that are seeking assistance in purchasing or renovating a home. The three primary programs that fund the activities of the Housing Division are:

CDBG Program

The federally-funded Community Development Block Grant (CDBG) Program, created by the Housing and Community Development Act of 1974, provides funding for affordable housing, economic development, and infrastructure improvements benefiting low income citizens. The City utilizes CDBG funds within a targeted area of the community for rental and owner-occupied unit rehabilitation, first-time home buyer education classes, fair housing education, financial assistance for building facade and/or site improvements, and infrastructure improvements for businesses within the Community Redevelopment Districts. The projects funded by CDBG are determined in the annual CDBG Action Plan, which is reviewed by the Community Development Advisory Board, and the City Commission before submittal to the U.S. Department of Housing and Urban Development in September each year.

HOME Program

The City of Largo participates with Pinellas County in the Pinellas County Consortium for Housing Assistance Funding under the Federal HOME Investment Partnership Program. HOME funds are used by the City to assist first-time home buyers through the Down Payment Assistance (Sold on Largo) program, and for owner-occupied housing rehabilitation programs.

SHIP Program

The State Housing Initiatives Partnership Program (SHIP) was created to provide local governments with funds to promote local housing partnerships, to expand both the production and preservation of affordable housing units within their communities, and to increase employment opportunities in the local residential construction industry. The City's three-year Local Housing Assistance Plan guides the program objectives and goals for expending the SHIP funds. Utilizing these funds, the City provides the following programs for low- and moderate-income households: down payment assistance for first-time home buyers; housing-related counseling, such as mortgage and budgeting classes; owner-occupied housing rehabilitation or replacement; a Homestead program that encompasses City-initiated property acquisition, rehabilitation, and home sale; a housing eviction prevention program, and Affordable Housing Development (AHD) incentives for both rental and owner-occupied units.

Many of the projects managed by the Division are targeted at neighborhoods within both the West Bay Drive and Clearwater-Largo Road CRDs, as well as other smaller areas of low- and moderate-income throughout the City.
